I planted two hundred beautiful tulip bulbs in 2017  not one returned the following year. Not even one bulb survived.  I'm questioning  now, what happened to those bulbs?   No one donated bulbs to us we bought our own bulbs. We paid taxes on all the flowers we purchased. We certainly wouldn't spend church money on our flower gardens.  Though we did purchase flowers for holidays for our church we still paid taxes on them.   We do not live on public property  we are a private residence and we own our home.
